My own experience was similar until I let the Repositories tool do a search for me for the fastest and that did make a huge difference (SouthEastAustralia). Faster and more reliable. However your particular problem Teague sounds like an ISP doing some sort of bandwidth limiting. No doubt there is no problem with the speed of the advertisements arriving ;-)
