I agree: Xubuntu 12.04.3, the most recent Xubuntu LTS update, is solid, reasonably current, with updates available as needed. I'd go with it since you are installing for a neighbor who is looking for something that works well. Xubuntu 12.04.3 LTS fits that description well.

I am also thinking about Peppermint but we don't have an LTS version for Peppermint AFAIK.

Hi again,
Thanks for your replies (3 so far) but I'm afraid the replies I am reading are not helping me so allow me to re-explain.
1- The one who brought his two laptops to me is not a friend, he is a neighbour. He saw my posting on our neighbourhood facebook group about Linux and he was interested to give it a try :)
2- He does not want a dual-boot system, he wants to get rid of Windows :)
3- I am not asking about Mint, Bodhi, etc. I am asking about what version of Xubuntu that Xubuntu Community recommend :)
4- Mentioning other Distros names was just to explain the options I was thinking about. Ignore that if it caused any confusion.
So, in very short sentence:
I need to know what version of Xubuntu do you recommend? 12.04 or 13.10?
And, as for using an outdated system, I am afraid I shall never do such mistake specially with a Windows Users who will start using Linux for the first time :) the systems are being updated and have EOL for a good reason :)
Many thanks :)

Stick with 12.04 (or 12.10). I've had bluetooth issues with 13.04 and
now bluetooth, sound, and power manager issues with 13.10. Basically,
hardware support was more robust with the year 12 versions.

So, what's your question then? Seems you've already made all the decisions that need be made.
Seems you want stability, stability, stability. Use Xubuntu 12.04.
Done.
When you ask "what version", are you asking what flavor of
Xubuntu? There are many distros, such as Voyager, for example,
that are based on Xubuntu 12.04?

If I have, I wouldn't ask :)

It is not what I need, it is what I want to give to a newcomer to Linux :)
For me, I know what option do I need but for someone who is new to Linux and have never seen Linux nor used it, I must be careful :)
When you ask "what version", are you asking what flavor of Xubuntu? There are many distros, such as Voyager, for example, that are based on Xubuntu 12.04?
I am afraid you are confused between:
http://xubuntu.org/ - which is an Ubuntu Flavour
and
http://www.xfce.org/ - which is a Desktop Environment
What version = what release
Thank you :)

Unity is very confusing (like win8)
xubuntu has nice clear menus,
as does its cousin
ubuntustudio which includes a lot more apps for sound and video
editing,
depends how big and fast the computers are which one to install.

I
would use Xubutu 12.04 for long term support.
