You maybe confusing terms (maybe due to language translation).
Formatting as per your subject title is what you do to wipe and prepare
the disk for installing new programs or OS. You can find instruction on
formatting from the following web site:

Or if you look in the system section on the main menu of xubuntu, you
will see a program called gparted which will allow you to view all your
hard disks, delete and make new partitions and format those partitions.
IT GOES WITH OUT SAYING TO MAKE SURE YOU HAVE BACKUPS OF ALL FILE FROM
ALL YOUR HARD DISK BEFORE YOU START PLAYING WITH PARTITIONS AND
FORMATTING DRIVES, IT IS SO EASY TO CHOOSE THE WRONG PARTITION OR DRIVE
In regards to your second hard disk you don't say what it was previously
formatted to fat32, NTFS, ext3 etc. etc. I on the icon on the desktop
for the hard disk if you right click on it does a menu pop up with the
option to "mount volume" if you do have you tired clicking on that option?
What is the contents of /etc/fstab file?
