I'm rather the same, I hanker after the abilities of FVWM but, in the
end, I find that XFCE does most things the way I want.
I found that while devilspie sounds like it does a lot of what I miss
from FVWM it doesn't do it in the scriptable/controllable fashion that I
want. I've ended up using wmctrl in a custom script run from .xprofile.

I don't think I can help much on these though it might be that wmctrl
can do some of it. For example the -t option *might* do your Occupy.

That's to do with the Window Manager settings in XFCE's Settings, have a
play with that and Appearance, you can change a lot of the look with
those.
