[xubuntu-users] keyboard layout unstable

I want my Keyboard Layouts configured as follows
(file .config/xfce4/panel/xkb-plugin-13.rc):

display_type=1
group_policy=0
default_group=1
never_modify_config=true
model=pc105
layouts=us,us
variants=intl,euro
toggle_option=grp:caps_switch
compose_key_position=compose:menu

However, after logging in, the default_group is always changed to 0, and
often the toggle_option and the compose_key_position appear to be cleared.

Is there a way to make the above settings permanent?
