[xubuntu-users] unstable keyboard settings

Hi, I have trouble configuring my keyboard settings.
I want Caps Lock to be the Compose key and I want us-euro by default.
No problem to set that, and doing so the
.config/xfce4/panel/xkb-plugin-13.rc file looks like this:

group_policy=0
default_group=1
never_modify_config=false
model=pc105
layouts=us,us
variants=intl,euro

compose_key_position=compose:caps

But when I log out and in again, Caps Lock is Caps Lock, and I get the
us-intl keyboard instead of us-euro, although the xkb-plugin-13.rc file
is unchanged. But when I reopen the keyboard-properties window, it does
not reflect the xkb-plugin-13.rc file anymore. There is no xmodmap
action in my .bashrc. What am I doing wrong??
