There is no such thing as "windows files".

Documents and files could exist with their Data on any file system.

If you are reffering that Xubuntu can read Ntfs file system, it can.
If you are thinking wither you could open .doc and .xls file, you can
with Gnumaric, Abiword and OpenOffice.org
If you are reffering on any other file types, mostly yes.
But it also depends on what files are those?
