[xubuntu-users] persistent 9.04 doesn't persist

I'm not sure, I never used that method. However, if you are able to burn a
CD, I'd recommend you to burn Xubuntu to one, then run the LiveCD and
install it to USB from there. See (note: I wrote this)

That's sort of the official way and has worked for me.
