<p>The eagle-eyed will note 12 authorized voters and actual votes
cast as 11. This is what happens when someone's e-mail address
becomes unavailable for whatever reasons and they contact the poll
supervisor to say they've not received vote url. (Trust is key and
easy when we're only a small group of voters)</p>
