Period. No use spending too much dev time on an operating system that has a lifespan of a mere nine months. That time is better spent on the next LTS and on the point releases of the current LTS.<br> <br></div>That said: I think it would perhaps be a good idea to present the workaround for the bug of volume control in the panel, *in full* on the Release Notes page of 13.10. Instead of a mere link to the bug report on Launchpad. Easier to find, easier to apply....
