it is probably another packaging issue, although it would not hurt to try asking.
I'll have a look later today.Seeing they all belong the session hence the same
package it is weird they do not all work
as for /etc/X11 and /usr/etc they do nothing at all right not for panel or session
just to make sure they no longer are needed at all.
Jani, I've tested and discovered the following using
/etc/xdg/xfce4/kiosk/kioskrc:

[xfce4-panel]
CustomizePanel=someuser

(the above does disable panel customisation for users other than someuser)

[xfce4-session]
CustomizeSplash=someuser (this setting does not work)
CustomizeChooser=someuser (also doesn't)
CustomizeLogout=someuser (this works!)
CustomizeCompatibility=someusers (doesn't work)
Shutdown=someuser (works)
CustomizeSecurity=someuser (not sure what this sets?)

Have attempted creating the following without success:

/etc/X11/xdg/xfce4/kiosk/kioskrc
/usr/etc/xdg/xfce4/kiosk/kioskrc

Hmmm.. perhaps a post to the XFCE dev list.
