IRC move to libera chat

Hi Team,

Just wanted to inform everyone that the move to libera chat is done and
freenode decided to shutdown the old #xubuntu-devel and redirect it to
##xubuntu-devel[1].

I've updated most of the IRC links on the website, but if you notice any
still going to freenode, please let me know[2].

Patches have been sent in to fix IRC on the installer slides[3] and hexchat
[4].
