Membership application

I'm in favor of this. I can vouch for Yousuf's recent contributions and
willingness to collaborate with the team and bring new options up for
discussion. He's currently part of the website subteam and has been leading
the charge on some weekly documentation updates with myself and Stephen
(smkellat).

We haven't added a new member in quite some time, so this is going to seem
weird but... do we have a documented process for this?
