Welcome app for Xubuntu

Hi Team,

I would like to recommend we add a welcome app, which would appear on first
running of the OS after installation, which is quite popular on many
distros like Ubuntu Mate, Linux Mint, Linux Lite, Manjaro, etc. The benefit
would be to help point users to our various documentation, support, and
soc, as well as to how they can contribute.

The one implemented by Manjaro is quite simple, as its a python script,
with a glade ui, and some html files. Here is how it looks -

If feasible, I'd like to get this included in 20.04 and would like the help
from a dev to help with the programming side.
