Nomination for the Xubuntu Council: Simon Steinbeiß

Hello people,

with his permission, I'm nominating Simon Steinbeiß (ochosi) for the 
Xubuntu council.

Simon has been steering the ship well for the past times so he's an 
obvious choice to be a nominee. (Additionally, continuity for the win.)
