Mirror sites of Xubuntu in Japan

Hey Kiyotaka,

I don't know the process of being listed as an official mirror too well,
but as far as I know, there should be no limitations based on whether a
company or an individual is running the mirror.

You can read more about the process of becoming an official mirror on
the Ubuntu wiki [1]. As far as I know/am concerned, mirrors for Xubuntu
should go through the same process.
