Jeff, which way are the lines scrolling?  Based off the description you're giving and knowing that Project: Community Computers refurbishes old machines it may be the machine processing power not keeping up with the video display processes.  It may also be a difference in graphics stack between Xubuntu and mainline that was expected to emerge at some point.  The way the lines scroll can help us narrow this down.
