The tooltip your screenshot shows applies to "Automatically show and
hide the panel" in my system.

"Don't reserve space on borders" shows:

Select this option if you want maximized windows to cover the area
behind the panel. This only works when the panel is attached to a screen
edge.

I have the following PPAs installed:
http://downloads.syncevolution.org/apt unstable main
http://downloads.syncevolution.org/apt stable main
