The Xubuntu Users team in launchpad is simply a group of those who use
xubuntu as their primary operating system.

The Xubuntu Users mailing list is a support mailing list, for those who
have questions about or problems with Xubuntu and would like help
resolving their issues. 

These are not the same, and joining one does make you a member of the
other.
