nm-connection-editor menu shortcut

Today, an user has come in the #xubuntu channel, asking how to edit network
connections, because he couldn't find any menu entry for this. In fact, I
think we don't have any .desktop file for nm-connection-editor (I think
Gnome/Ubuntu does).

I wrote a quick one, i'm attaching it to this email (there's room for
improvement/translations, plus the 'network' icon i put by default is ugly
:X). Should we include such a .desktop file for karmic ?
