[Bug 121484] [NEW] mouse themes don't work on xubuntu

You have been subscribed to a public bug:

After installing some X11 mouse cursor themes to my ~/.icons/ folder,
they worked correctly at first, but then did not work after a few days.
When I try to apply a theme, it doesn't work. When I boot up Xubuntu,
the mouse cursor theme is some little black arrow and clock (when busy),
NOT the default "Human" theme, nor any of the themes I try to select.
