Here is the list of targeted milestone bugs for the Ubuntu project at large:

They don't appear to currently have one that is targeted specifically for
the release candidate, but they did have one for the beta.  You can see all
of the active milestones by selecting that option from the menu on the
left-hand side of that page.

I asked in #ubuntu-devel, and Kubuntu-specific items would be assigned to
Riddell, and we are free to take a similar approach - assigning bugs to
appropriate members of our team, as we'd be responsible for them.  This
seems like a good idea to me.
