This bug was fixed in the package pychess - 0.8~beta4-1ubuntu1

pychess (0.8~beta4-1ubuntu1) hardy; urgency=low

  * Adjust debian/rules so that it no longer removes the empty /usr/lib that
    python-central no longer creates (LP: #204895) so the package will build
  * Change maintainer to MOTU
