Demoting Xubuntu packages to universe

Based on the discussions that I read in #ubuntu-devel yesterday, I 
didn't think people could actually buy support contracts for the 
xubuntu-desktop, even though it was in main, as they can with Ubuntu and 
Kubuntu.  Perhaps Colin Watson can clear this up?

 From a release team POV, i'd say that this is fine, but you'd do well 
to check if your CDs, etc, build around release time, rather than 
assuming someone will poke you, and clean it up for you if it's broken :)
