Xubuntu website updates

Per Cody's message, we've moved the location of the specification for the
new website to:
https://wiki.ubuntu.com/Xubuntu/Specifications/Gutsy/NewWebsite

Believe me, I know that writing a specification is not fun, but if we could
have a couple people take a look at it, and just jot down what they like
about the website and what needs to be improved - at least give us a start -
it would be helpful.

Don't go thinking that your comments have to be perfect.  Let's just get
down some ideas first so that we have something to build on.  In the spirit
of wikipedia, be bold.
