Drupal has built-in support for i18n. The easiest solution (but most likely
not the best) would simply to allow users to register/create accounts
and the user can select their language of choice in their profile settings.
This is (obvious) drawbacks and isn't necessarily the solution I would
recommend. Something like xfce.org has would be much better IMHO and I don't
believe it would be overly difficult to implement.
