Jani: We considered stripping yelp of gnome deps when this project was first
proposed but gpocentrek (sp) said that it would be "impossible".

The xubuntu docs package ships html files - we've never used the xml docbook
since we don't have a docbook reader for Xubuntu.

Having a separate application allows us to add features specific to a
documentation browser. However, this is not to say it would be wiser to use
a light-weight browser (nor am I saying it is).
