Tribe 4 Release notes.

Hey everyone, just a note: Jim has started working on the release
notes [1] but its currently quite empty for things to highlight.  I
will look more in depth at the content when I get home from work but
for now I am looking for good packages to highlight.  The new places
applet would be a good example.  Let me know what you think we can do
to make the page good for the Tribe 4 release.
