Xubuntu Welcome Centre

I like it alot, I think that would be a great asset to new Xubuntu users.
Lets take steps towards making sure it is ready for 6.10.1 (if there is
going to be such a thing) or atleast for feisty. Does it already exist and
just needs customization for Xubuntu or do we need to write it from the
ground up? .... I'm not entirely familiar with the "Welcome Center" concept,
a link with details would be greatly appreciated.
