I don't think that making a button look as if it was selected when it is not is a good idea. Making it more prominent some other way  may be ok , but only if it does not create a distraction during normal use. 
BTW how does kde do this? Any screenshots?

                                        Here is the screenshot of kde and xubuntu. Kde uses only the kde icon with a down arrow.

    Question: Why is the padding in the xubuntu panel so big that it prevents the icons from stretching to the edge of the panel like in the kde? Is it possible to change that?
