Why does Xubuntu desktop look like GNOME?

I think I need to clarify a bit. I do understand that the Gnome desktop
might be more intuitive for some people, but I want to ask you, is the
goal of Xubuntu to be a light "clone" of the Gnome Ubuntu? If it is,
then the name is a bit confusing. The name makes complete sense if
Xubuntu is supposed to be a system based on Ubuntu that uses XFCE, but
perhaps it should be called "Ubuntu Light" or something if it's supposed
to be the same as Gnome Ubuntu. It's not like Kubuntu tries to look at
Gnome Ubuntu either. They do their own thing. What is Xubuntu's thing?
