I think he means that gnome-screensaver integrates better with
gnome-power-manager
(or the other way around) with respect to screen blanking when suspending
and possibly
other details I am not aware of.
Xubuntu won't use gnome-power-manager for the same reason it won't use
gnome-screensaver:
they are IMHO needlessly made dependent on all gnome libs (via libgnomeui
for session handling
and other small details) and gconf while being apps that should be desktop
neutral.
