check out the docs from docteam svn, translate and send the translated files
(or patches to them)  to
the documentation list for someone with commit rights to check them in.
The doc team is about setting up a bzr archive so if you're more familiar
with that than svn, you can track
the docs and have your changes published on the web and occasionally ask
someone to pull from you.
But best is to get on the doc list and #ubuntu-doc, they'll guide you
