doc status for translation

Hi Luzi,

I think the desktop guide is ready for being translated right? The parts
which are written already
that is, and while things may still get added in English they should not
stop people from starting the translations.
If you agree could you call for help on this on the doc list? Having a few
even incomplete  such
non-English guides would allow us to test the locale specific firefox start
page setup.
