yes, it is no longer the 'about' it used to be but it is still the closest
thing
describing shortly  what xubuntu is about, and the URL itself is not that
relevant to users.

yes this is the main reason. Keeping closer to the other doc sources in
naming convention makes  future build
or infrasctucture changes easier to apply and merge between the two.
