Well, I'm not a real developer, just a fan of Xubuntu, but here's my 2 cents.
If blue ends up being the default theme color, I like the borderless
blue one. If grey/steel is the color, I think it doesn't have enough
contrast with the background tool bar, and so I'd like the bordered
one better.

That was the reason, I created a button with a white background at the first place. Also when you chose a theme, it might change the color of the panel, which might affect the contrast. The color of the panel can change often because people like to use different themes. This is why the ubuntu people too are contemplating on similar solution. You can also put a drop-shadow behind the logo; that helps with the contrast but it might also obscure it. Tomorrow, I am going to do some experiments with drop-shadows to see what comes out of it.
