default panel layout

I personally like the panel stretched to fit the screen, but that seems to
be only available when using the taskbar plugin, which I have
just discovered due to it being mentioned on this list.
What do you think should we include the taskbar plugin for this or for it's
own sake? Is there another method of stretching the panel?
Another thing which seems annoying to me in a default install is that window
margins do not take the panel into account and can get under it.
So there some settings (in pixels!) for the window manager to tell it where
not to draw windows. If you know a nicer way to do this by default and indep
of screen res and pixel sizes please say so.
