problems with kiosk mode on 4.2.2 on ubuntu breezy

Hi there

I'm unable to get kiosk mode running on a stock standard xfce-4.2.2
apt-get install on ubuntu linux 5.10, while I have no issues on various
slackware boxes. I assume this has to do with how ubuntu packages xfce.

This is what I've tried:

/etc/xdg/xfce4/kiosk/kioskrc:

[xfce4-panel]
CustomizePanel=root

Unfortunately this has no effect on the ubuntu installation (logged in
as a regular user of course). The above only allows root to customize 
the panel (add launchers, edit launchers etc).

I also hunted down /etc/X11/xdg/xfce4 and tried adding 
/etc/X11/xdg/xfce4/kiosk/kioskrc to no avail.

Any ideas?
