I think what it means is that currently nobody plans to do any
maintenance (including security maintenance, e.g. to fix CVEs) beyond
the given EOL dates.

But of course, 'upstart' being open source, anybody else can take over
and provide fixes if they want/need to.  Also, making predictions about
2022 is quite hard...  ;-)
