[RFC/PATCH: 7/7] Preprocess seccomp-filter string and call install_seccomp_filter right before exec

This patch adds code to job_process.c to first preprocess the seccomp
filter string and count the amount of rules and then calls
"install_seccomp_filter" to parse and install the Seccomp filter
definition.
