I said pretty much exactly this on IRC, just that I had no idea how to
solve it just yet.  Mutually exclusive services aren't in the current
design of Upstart, and nobody's proposed a better one yet.

Yes, I'll accept bug fixes for 0.5.x and new development work for trunk.
