`Empty' job files?

So, I just tried something to see whether or not nested quotes worked,
and it appears to have worked AFAICT. However, are `empty' jobfiles
like this suppose to persist, or exit? Seems like a waste of resources
if they're meant to persist.
[nova-cavium6:/etc/init/jobs.d]$ JOBNAME=author_positive3
[nova-cavium6:/etc/init/jobs.d]$ echo "author \"this shouldn't be an
issue, or we definitely have a parsing problem\"" > $JOBNAME
[nova-cavium6:/etc/init/jobs.d]$ initctl reload
[nova-cavium6:/etc/init/jobs.d]$ start $JOBNAME
[nova-cavium6:/etc/init/jobs.d]$ status author_5fpositive3
author_5fpositive3 running
[nova-cavium6:/etc/init/jobs.d]$
