I'm not sure what you mean?
The events would be handled by upstart as usual through initctl or
libupstart; upstart would simply remember that it needs to respawn the
job if one of its "start on" events has occurred since it was started.
Have you ever, ever felt like this?
Had strange things happen? Are you going round the twist?
