initctl restart command

Sometimes, I want to restart a service and i must in order stop the
service then start it. Would it be possible to add the restart command
to initctl that would do that for me ?
Or if not, why ?
By the way, are there any progress made for complex events ? Like
starting a service when two evens are completed ?
