how to stop services?

Hi all,
    First of all I'm not sure if this is the place to post this query
but as I couldn't find a better place hence stating here. I had used
BUM in 6.06 to start & stop services (and that was good when Sys V was
there) but now that ubuntu has moved to upstart how do we, the users
start & stop services?
 I have stopped these services

they are actually stopped or not. Is there any way to make sure?
