I might add that i hope the very same functionality to be helpful in
another use case as well:

In the future, it might be nice to be able to trigger cron-like jobs not
only periodically, but also from inotify events.

There we have the same problem: say i upload a big file remotely to a
directory that is being watched by upstart. I surely wouldn't want the
job to be triggered before the upload is complete, would i?

I might want to define a long delay for some watches, e.g. perhaps up to
a minute for the pool directory of a personal apt repository. That way i
would have no hurry copying multiple files to the directory manually,
before e.g. the Falcon repository builder kicks in.
