Handling -z option as SysVinit does

It is OpenVZ bug #436, see http://bugzilla.openvz.org/436
In short -- bug reported said that Ubuntu can't be started in OpenVZ VE 
since we start it's /sbin/init with -z option.

BTW have you checked that with an argument supplied to -z (i. e. smth 
like /sbin/init -z xxxxx)?
