[Bug 2097159] [NEW] mk-sbuild fails when /etc/timezone doesn't exist

Public bug reported:
Looks like Debian unstable no longer contains /etc/timezone.
mk-sbuild would fail when it tries to copy /etc/timezone.
Tested with the debian:unstable docker image:
```
$ docker run --rm debian:unstable ls /etc/timezone
ls: cannot access '/etc/timezone': No such file or directory
```
