[Bug 1991430] [NEW] [UIFe] yaru-cinnamon theme variant is out of date

Public bug reported:

In the 22.10 packages, the version of yaru-cinnamon-theme-gtk and yaru-
cinnamon-theme-icon are outdated. They are pre-built variants of the
yaru package (like how Yaru-MATE) is shipped, and they were not
regenerated in time to reach the User interface freeze deadline.

This ensures that if a user is bouncing between themes, there won't be
any major differences other than color. The icons will also be
consistent as well.
