[Bug 1934452] [NEW] pbuilder-dist on focal fails with debian bullseye

Public bug reported:

pbuilder-dist has been fixed to support debian bullseye on impish
however it still fails on focal fossa which is an LTS.
Would it be possible to backport ubuntu-dev-tools to focal and fix the issues with respect to bullseye ?
